6. Inspections. <br />a. The managing agency shall permit inspections of the outdoor emergency shelter by <br />the Snohomish health district without prior notice and implement all directives of the <br />health district within the time period specified by the health district. <br />b. The managing agency shall permit access by the Everett police department and <br />Snohomish County sheriff, without prior notice, to the outdoor emergency shelter site <br />at all times. <br />7. Other: <br />a. Units are limited to one hundred twenty (120) square feet and must be spaced at <br />least six (6) feet apart; <br />b. Electricity and heat, if provided, must be inspected and approved by the city's <br />building official; <br />c. Space heaters, if provided, must be approved by the city fire marshal; <br />d. Each unit must have a fire extinguisher; <br />e. Adequate restrooms must be provided, including restrooms solely for families if <br />present, along with hand -washing and potable running water to be available if not <br />provided within the individual units, including accommodating black water; and <br />3. Encampment Management Responsibility Plan. Prior to or upon filing their land use <br />application, the managing agency and sponsor shall prepare an encampment management <br />responsibility plan, which shall be included with their permit application. <br />4. Safe Parking for Religious Organization. Pursuant to RCW 35.21.915, a regional <br />organization may host safe parking efforts at its on site parking lot without limitations on <br />any othcr congregationally sponsored uscs and the parking available to support such uses <br />during the hosting, except for limitations as follows: <br />a. No Tess than one space may bc devoted to safe parking per ten on site parking <br />spaces; <br />b. Rcstroom access must bc provided either within thc buildings on thc property or <br />through use of portable facilities, with thc provision for proper disposal of waste if <br />recreational vehicles arc hosted; and <br />c. Religious organizations providing spaces for safe parking must continue to abide <br />by any existing on site parking minimum requirement so that thc provision of safe <br />parking spaces does not reduce thc total numbcr of available parking spaces below <br />thc minimum numbcr of spaces required by Chapter 19.34 EMC. <br />5. Temporary Tiny Homc Communities. In addition to othcr provisions of this section, thc <br />following requirements must bc met for a temporary tiny home community: <br />a. The review authority may impose a maximum unit square footage of one <br />hundred twenty square feet, with units set at least six feet apart; <br />b. Electricity and heat, if provided, must be inspected and approved by thc city's <br />building official; <br />c.
