d. Doors and windows must bc included and be lockable; <br />e. Each unit must have a fire extinguisher; <br />f. Adequate restrooms must be providcd, including rcstrooms solely for families if <br />present, along with hand washing and potable running water to be available if not <br />provided within the individual units, including accommodating black water; and <br />g. Thc review authority may recommend that thc organization partner with thc <br />regional homeless service providers to develop pathways to permancnt housing. <br />6. Setbacks. <br />a. Thc tcmporary cncampmcnt shall bc locatcd a minimum of forty feet from thc <br />property line of abutting propertics containing residential uscs; any tcnt, canopy or <br />mcmbranc structurc, as defined in thc International Firc Codc, must bc located at <br />/cast twenty feet away from any building, parked vehicle, internal combustion <br />cngincs or other tcnt, canopy or mcmbranc structurc. <br />b. Thc tcmporary cncampmcnt shall bc locatcd a minimum of forty feet from thc <br />property line of abutting propertics in commercial or industrial zones, unless thc <br />planning director determines that there is sufficient vegetation, topographic <br />variation, or other site conditions that would justify a lesser setback. <br />7. Fencing. Sight obscuring fencing is required around the perimeter of thc temporary <br />encampment unless the planning director determines that there is sufficient vegetation, <br />topographic variation, or other site condition such that fencing would not be needed. <br />8. Lighting. Exterior lighting must be directed downward and contained within thc <br />temporary encampment. <br />9. Residents. <br />a. No children under eighteen are allowed in the temporary encampment. If a child <br />under the age of eighteen attempts to stay at thc tcmporary cncampmcnt, thc <br />managing agcncy shall immediately contact Child Protective Scrviccs. <br />b. Thc maximum number of rcsidcnts within a tcmporary cncampmcnt is one <br />hundred. <br />c. All tcmporary cncampmcnt rcsidcnts must sign an agreement to abidc by thc <br />code of conduct and acknowledge that failure to do so shall result in thc <br />noncompliant resident's immediate and permancnt expulsion from thc tcmporary <br />cncampmcnt by thc managing agcncy. <br />10. Off street Parking. Parking for five vehicles shall bc providcd. <br />11. Transit Scrviccs. <br />a. A transportation plan is required which shall include provision for transit services. <br />b. The temporary encampment shall bc located within one half mile of transit <br />service. <br />12.
