Project summary statement: Residents of the City of Everett have long enjoyed the amenities along the Snohomish River, but in recent years, the trail and surrounding amenities have experienced settling and tree root invasion that has made the experience less than desirable. Parks and Facilities is partnering with Public Works to make enhancements to the existing asphalt trail, root prune, and level picnic areas. Parks will add root barrier material alongside the trail to prevent future root invasion. The anticipated start of this work is September 2022. Recommendation (exact action requested of Council): Adopt an Ordinance creating a special improvement project entitled "Lowell Riverfront Park Renovation", Fund 354, Program 080, to accumulate project costs in the amount of $250,000.
