Exhibit A — Scope of Services <br />City of Everett <br />41' Street Rucker Avenue Freight Corridor Phase 2 <br />Preliminary Engineering; Initial Study <br />The City of Everett prepared a Freight Access and Mobility Study in 2009 that identified improvements <br />along 41' Street, Rucker Avenue, Pacific Avenue, and W. Marine View Drive for freight travel through <br />Everett and to/from the Port of Everett. Phase 1 of the 41' Street Rucker Avenue freight improvements <br />has been completed. Since those improvements, the City has been redeveloping the downtown area <br />and considering further improvements for freight mobility that would also improve safety for all users. <br />This project is included in the State of Washington's Connecting Washington funding package passed in <br />2015. <br />1) Project Management <br />Scope: <br />The Consultant will provide monthly progress reports and invoice to the City to track the projects status <br />with respect to the scope of services and budget. The Consultant project manager will manage the <br />project team scope, deliverables, budget, and schedule. The Consultant project manager will conduct <br />regularly bi-weekly meetings with the consulting team and with the City. The Consultant will develop a <br />study schedule using MS Project. <br />Assumptions: <br />• The majority of the team coordination meetings will be virtual using MS Teams. <br />• Bi-weekly meetings will be an hour with up to four consultants will attend. <br />• The duration of the scope of work is estimated to be 10 months from NTP. <br />Deliverables: <br />• Monthly invoice and progress reports <br />• Study schedule (using MS Project) <br />2) Data Collection <br />Scope: <br />The Consultant will conduct up to two field visits with up to four (4) consultant staff in attendance. The <br />Consultant will coordinate with the City to collect roadway as -built, traffic volume data, safety records <br />and signal timing information. Collect traffic counts for two different 2-hour time periods (assumed to <br />be the AM and PM peak periods) at up to 20 intersections, provided to the City for evaluation in Jamar <br />file format. The consultant shall also collect at least 7 days of data, with each day of the week <br />represented, including traffic volume, speed, and classification provided to the City in VIAS file format at <br />5 locations along the corridor. Streetlight (or equivalent) travel data will be purchased by the team. The <br />
