After the evaluation process has concluded, the Consultant will develop the concepts that advanced <br />through that process to a 10% design level (10% design is defined under Task 4 Assumptions). For <br />scoping purposes, it is assumed that one corridor -type concept and up to five (5) spot <br />location/intersection concepts will be advanced from the evaluation process for conceptual design (see <br />Table 1). With the 10% design, the Consultant will also develop a conceptual cost estimate that will <br />identify quantities of known bid items such as pavement, curb, sidewalk, channelization, signals, and <br />removal of pavement, channelization, sidewalk, and curb. Contingencies will be used for unknown items <br />such as construction traffic control, mobilization, signing, right of way, design level. <br />The Consultant will assist the City in developing an implementation plan that considers phasing and <br />funding opportunities as well as coordination with surrounding projects. This plan will include <br />developing a high-level conceptual project schedule through design for the 10% design concepts. <br />Assumptions: <br />• 10% design layouts will identify right of way, channelization, curb lines, intersection control <br />identification including signals and does not include storm drainage facility and structures, <br />utilities, and structural facilities. <br />• 3D Design is not included in this scope. <br />• 2D sketch -level understanding of improvements will be developed based on aerial mapping and <br />design information available. <br />• Conceptual design will be on aerial mapping showing channelization, curb and ROW lines. <br />• 2D AutoTurn or Autodesk Vehicle Tracking movements will be completed for concept designs. <br />• Any specific AutoTurn or Autodesk Vehicle Tracking vehicles will be provided by the City. <br />• The implementation plan is assumed to be a brief memo with limited figures/illustrations. <br />Deliverables: <br />• Draft and Final Basis of Design Memo <br />• A 10% concept design with Vehicle Tracking Swept Path Analysis figures <br />• Conceptual cost estimate <br />• Draft and Final Implementation Plan <br />5) Transportation and Traffic Analysis <br />Scope: <br />Using data collected in Task 2, the Consultant will identify key travel patterns within downtown Everett. <br />If the data identifies heavy vehicles/trucks this data subset will be summarized. <br />The Consultant will conduct traffic analysis for up to 20 intersections using Trafficware Synchro software <br />for intersection analysis. Roundabouts, if proposed, will be analyzed and supported by a SIDRA analysis. <br />This traffic analysis will be conducted for an existing year as well as a 20-year horizon year for one time <br />period — assumed to be the PM peak hour. The future year analysis will be conducted by applying a <br />growth rate developed from the Snohomish County travel demand model. <br />
