Deliverables: • Draft (up to 1 review) and Final Project Goals Memo • Draft (up to 2 reviews) and Final Evaluation Process and Results Memo (Note: this Evaluation Process and Results memo will be a working memo throughout the evaluation process as it will initially include the evaluation process and criteria definition, then will be updated after the first level evaluation process to document those decisions and then another update after the second level evaluation process.) 4) Conceptual Design and Cost Estimate Scope: The Consultant will prepare a Design Standards & Decisions Memorandum documenting design criteria and decisions. The Consultant will research, develop, and document design criteria for the project. City standards will be followed where appropriate. Project design criteria are assumed to include the following elements: • Roadway • ADA • Channelization The Consultant will review the City of Everett design criteria and develop with the City practical design principles for the project to minimize impacts while achieving the desired results. The Consultant team will leverage their experience with WSDOT practical design to inform the design and evaluation and balancing the needs of the City. The Consultant will develop concept sketches to support the first level evaluation and single line drawings on aerials to support the second evaluation level (task 3).
