Rodland Toyota J-142-02
Everett,Washington 25 March 1999
Follow up explorations, also using the tracked excavator, defined the limits of gasoline-
impacted soil in easterly and southerly directions as well as vertically beneath the former UST
cavity. In general, the residual gasoline appears to be limited to non-native, coarse sand fill
(likely placed during UST removal and excavation backfilling efforts) and does not appear to
have penetrated the very dense, native glacial till soils more than a few feet. The limits of the
coarse sand fill could not be delineated in a northerly direction due to the presence of the
sidewalk paralleling Madison Avenue. A sanitary sewer line precluded excavation in a westerly
direction. We understand this line will eventually be abandoned.
Scope of Work
In light of the above discussion, determination of the limits of gasoline-impacted coarse
sand fill in the northerly direction will require drilling two borings in Madison Avenue. The
borings would ideally be located in the traffic lane closest to Rodland Toyota property,
notwithstanding the location of underground utilities. The proposed location of the borings is as
shown on the attached plan provided to us by Everett Public Works. ZZA has contacted the toll-
free Underground Utilities Location Service to identify and mark the buried utilities accordingly.
At each location, we will provide traffic control in general accordance with MUTCD and
Everett Public Works Traffic Control Plan number 701D (5 lane roadway with right lane closed).
We intent to begin drilling by coring an approximately 9 to 12-inch diameter hole in the asphalt.
A truck mounted drill rig employing hollow-stem auger methods will then advance the two
explorations to a depth of fifteen to twenty feet below the surface. The borings will be backfilled
with cuttings generated from the borehole to approximately three to four feet below the surface
followed by compacted sand or crushed rock to within 6 to 8-inches of the surface. Asphalt
surfacing will then be placed in accordance with Everett Public Works Pavement Patching
Details, drawing number 316. Barring unforeseen circumstances, the estimated time required to
perform, backfill, and patch the explorations would be on the order of four hours.
We appreciate the opportunity to provide this letter along with the Application for Public
Works Permit. If at all possible, we would appreciate the opportunity to perform the work, if
approved, no later than Friday, 2 April 1999. Please do not hesitate to call with comments or
questions regarding this letter, the attached permit application, or special requirements the city
may have regarding replacement of the cored asphalt sections.
Respectfully Submitted,
Zipper Zeman Associates, Inc.
Sean W.
