EVERETT <br />WASH I NGTON <br />RESOLUTION NO. <br />A RESOLUTION establishing Human Needs Priorities for 2023 Grant Funding <br />WHEREAS, <br />a. The City Council has annually dedicated $4 per capita for Human Needs Grant funding; <br />and, <br />b. From 2016 to 2022, a $1 per capita of Human Needs funding was reserved to support <br />programs responding to Safe Streets priorities and starting with the 2023 Program Year, <br />all funds will support all annual priority needs; and, <br />c. The mission of the Housing and Community Development Citizen Advisory Committee is <br />to review the human needs in the City of Everett, to prioritize those needs, and <br />recommend allocating funds to most benefit those needs; and, <br />d. Community needs were previously identified by the public in several community <br />engagement activities related to the 2020-2024 Consolidated Plan Update and Human <br />Needs; and, <br />e. The Housing and Community Development Citizen Advisory Committee met on August <br />16, 2022 to review and recommend priorities for 2023; and, <br />f. The Committee recognizes these priorities to support Everett's community and growing <br />needs; and, <br />g. The Housing and Community Development Citizen Advisory Committee recommends <br />priorities based on identified needs and/or services supporting: <br />a. Housing <br />b. Homelessness <br />c. Behavioral Health and Substance Abuse Prevention/Support. <br />i. Funded programs should address outcome criteria that: <br />1. Increase self-sufficiency; <br />
