GREEN TRANSPORTATION SUPPLEMENT FUNDING FOR <br />ZERO -EMISSION TRANSITION PLANS <br />Exhibit 1: Guidelines <br />The Green Transportation Capital Grant supplemental funding opportunity provides planning grants for <br />transit agencies to develop a zero -emission fleet transition plan, and other activities in support of a plan <br />and transition to zero -emission fleets. These plans align with the state's carbon emission reduction <br />goals. The transition plan will determine the zero -emission technologies the transit agency will pursue, <br />and the time horizon for transitioning fleets to zero -emissions vehicles. These plans are required by the <br />Federal Transit Administration (FTA) for discretionary grant applications for zero -emission vehicles and <br />equipment (i.e., Buses and Bus Facilities (Section 5339(b)), Low or No Emission Program (Section <br />5339(c)). Since zero -emissions deployments for each transit agency will depend on the agency's <br />individual needs and priorities, this document is intended to provide general guidance and is not <br />prescriptive. Consistent with FTA guidance, transition plans should at a minimum address: <br />• Fleet Transition and Management <br />• Facilities Transition and Management <br />• Fueling Transition and Management <br />• Implementation Funding <br />• Emerging Technologies, Policy, and Legislation <br />• Workforce Development, Operations, and Maintenance <br />Each element should demonstrate a long-term plan with a strategy for how the transit agency intends to <br />utilize current resources and transition to future resources as they become available, while mitigating <br />potential risks. This includes explaining any key relationships or partnerships with entities including but <br />not limited to utility providers, fuel suppliers, local jurisdictions and transportation agencies, contractors, <br />and other public transportation providers. The plan should establish performance measures by which the <br />transit agency will measure success, such as the percentage of the fleet transitioned, and percentage of <br />necessary associated equipment/infrastructure acquired/constructed/installed. <br />Under this funding opportunity, grantees may choose to use funds to complete all or a portion of the <br />transition plan. This includes, but is not limited to: <br />• Hiring a consultant to complete planning work <br />• Conducting a feasibility study <br />• Coordinating with utility providers and other stakeholders on elements of your plan <br />• Contracting with a transportation planning organization to develop the plan <br />• Reimbursing your own staff hours for work on the plan <br />At the end of your grant in June 2023, you can either submit a copy of your zero -emission fleet transition <br />plan or a report on work completed with the grant funding. <br />Additional guidance for FTA requirements can be found in the 2021 FTA Dear Colleague Letter <br />(https://www.transit.dot.gov/sites/fta.dot.gov/files/2021-12/FTA-Dear-Colleague-Fleet-Transition-Plan- <br />for-Zero-Emission-Competitive-Applications-Dec1-2021.pdf).
