MEMORANDUM OF UNDERSTANDING <br /> Between <br /> EVERETT POLICE DEPARTMENT <br /> And <br /> WASHINGTON STATE DEPARTMENT OF CORRECTIONS <br /> This Memorandum of Understanding("MOU")is by and between the Washington State,Department of <br /> Corrections(DOC),and the City of Everett. <br /> WHEREAS,RCW Chapter 39.34(Interlocal Cooperative Act)permits state agencies and local <br /> Governments to make the most efficient use of their powers by authorizing them to enter into Agreement <br /> with each other,in order to provide services and facilities in a manner best serving the needs and <br /> development of their local communities. <br /> WHEREAS,The purpose of the Northwest Community Response Unit(NW CRU)is to improve <br /> public safety within the State of Washington.NW CRU believes collaboration with the Everett Police <br /> Department(EPD)will help achieve this goal within Snohomish County and the City of Everett.This will <br /> be primarily accomplished by contacting DOC offenders or other individuals suspected of criminal <br /> behavior that jeoparcIi7es public safety within the City of Everett. <br /> NOW THEREFORE, in consideration of the terms and conditions contained herein, or attached and <br /> incorporated and made a part hereof,the Department and the City of Everett agree as follows: <br /> A. Rights and Obligations <br /> All rights and obligations of the Parties to this MOU shall be subject to and governed by the special <br /> terms and conditions contained in the text of this MOU instrument and the Data Sharing Terms <br /> and Conditions attached hereto as Attachment A,each incorporated by reference herein. <br /> B. Objective and Strategies <br /> 1. Reduce repeat offenses by individuals under current DOC supervision <br /> 2. Provide appropriate information to the community and law enforcement agencies on <br /> offenders who had prior DOC supervision. <br /> 3. Reduce criminal activity through combined DOC and police officer presence,enforcement <br /> and/or referral of offenders to appropriate services/agencies. <br /> Strategies to achieve these objectives include: <br /> • Increase collaboration between EPD,DOC and the community <br /> • Increase the visibility of EPD and DOC <br /> • Intervene in DOC offender violation behavior when encountered <br /> • Assist offenders who need services <br /> • Collect data to assess offender behavior and risk <br /> • Respond to immediate community needs,concerns,or problems related to public safety <br /> • Identify"hot spots"of criminal activity,interrupting patterns of criminal behavior and notify <br /> appropriate law enforcement agencies <br /> Washington State K12798 Page 1 of 6 <br /> Department of Corrections 22VVC <br />
