EXHIBIT A <br /> SCOPE OF WORK <br /> Project Services Description: <br /> Environmental Science Associates(ESA)to provide cultural resources assessment for Edgewater Park located at <br /> 3802 Shore Avenue,Everett,Washington. This assessment is to be completed to fulfill Recreation and <br /> Conservation Office(RCO)Executive Order 21-02(EO 21-02)requirements in the anticipation of a new multi-use <br /> sports court.All services described and activities necessary are to conduct a cultural resources assessment that the <br /> ESA will include the deliverables,assumptions,and schedule associated with the project. <br /> Task 1—Team Meetings and Client Coordination <br /> ESA will maintain regular communication with Everett Parks regarding progress,budget,and schedule,and <br /> coordinate with the necessary agencies and contractors.This task includes time for client and internal team <br /> meetings.ESA will provide monthly progress reports and invoices and for the duration of the tasks. <br /> Deliverables: <br /> •Monthly invoices with brief progress reports. <br /> •ESA will attend up to two meetings with the City of Everett representative. <br /> Assumptions: <br /> •ESA assumes RCO will be responsible for all elements of regulatory correspondence. <br /> •Everett Parks and Facilities and RCO will provide ESA with copies of any regulatory correspondence regarding <br /> project requirements or review. <br /> •ESA assumes RCO has not yet initiated E021-02 consultation with Affected Tribes and the Washington State <br /> Department of Archaeology and Historic Preservation(DAHP). <br /> •It is ESA's understanding that the western portion of the park is located within the APE of a bridge project cultural <br /> resources assessment recently completed by Perteet.ESA assumes that the fieldwork and results of Perteet's <br /> assessment can be incorporated into ESA's Edgewater Park assessment. <br /> Schedule: <br /> •Affected Tribes and DAHP have a 30-day comment period to respond to the request for consultation on the Area <br /> of Potential Effects(APE)definition and survey methodology.During this time,no archaeological survey can occur. <br /> ESA can complete the cultural resources assessment within 4 weeks after the conclusion of the APE letter comment <br /> period. <br /> Task 2—Fieldwork&Historic Property Inventory Forms <br /> ESA will conduct a surface and subsurface survey of the project area.To comply with Washington State law,ESA <br /> will request a utility locate prior to any subsurface survey.Subsurface survey will be conducted using up to 5 hand- <br /> dug shovel probes advanced to 1.0 meters or until glacial deposits are encountered(whichever comes first).Probe <br /> locations will focus on the eastern portion of the park,in the area not encompassed by the current Perteet,and also <br /> supplement the Perteet report.Spoils will be screened through 1/4-inch hardware mesh.Probe locations will be <br /> recorded using GPS and will be backfilled immediately upon termination. <br /> The surface survey will also include the development of three reconnaissance-level Historic Property Inventory <br /> (HPI)forms for resources over 50 years of age at the time of proposed project completion,which,based on <br /> Page 12 <br /> (Form Approved by City Attorney's Office January 7,2010,updated July 28,2022) <br />
