preliminary research,includes the park itself(ca.1910s)and the existing basketball and tennis courts(both 1964). <br /> The HPI forms will be uploaded to DAHP's Washington Information System for Archaeological and Architectural <br /> Resources Database(WISAARD).Each resource will be evaluated for its potential eligibility to be listed in the <br /> National Register of Historic Places,per National Register Bulletin No. 15 How to Apply the National Register <br /> Criteria for Evaluation.The forms will be included in the Technical Report. <br /> Deliverables: <br /> •Information gathered during this task will be included in the Technical Report. <br /> •HPI forms will be included as an appendix to the Technical Report. <br /> Assumptions: <br /> •Everett Parks will provide rights-of-entry,if needed. <br /> •Approximately 1.05 acres will be surveyed.Fieldwork is limited to the park boundaries.ESA assumes the project <br /> area conditions and boundaries will be consistent with those at the time of this scope.Should conditions or <br /> boundaries change,an amendment may be necessary. <br /> •ESA will arrange to have utilities located and marked prior to fieldwork,pursuant to RCW 19.122"Underground <br /> Utilities,"which requires notification to the Utility Notification Center as designated by the Washington Utilities <br /> and Transportation Commission.ESA assumes that the project area is readily accessible by utility locators and ESA <br /> will not need to meet locators on-site.Currently,the time between requests and utility locators marking the site is <br /> approximately 2 weeks;ESA anticipates this schedule will be the same at the time of fieldwork and will make the <br /> request accordingly. <br /> •Field schedule may be affected by field conditions such as snow,flooding,or forest fires. <br /> •Fieldwork will require 1 day. <br /> The anticipated 3 HPI forms are based on ESA's previous experience with RCO and DAHP's expectations.ESA <br /> will discuss expectations prior to any fieldwork for confirmation. <br /> •ESA will not collect artifacts,if encountered.Any artifacts will be photographed and described and then reburied <br /> at their location of discovery. <br /> •ESA assumes no archaeological sites,isolates,or human remains will be identified.If encountered,an amendment <br /> may be necessary.Archaeological sites/isolates/human remains must be recorded with DAHP. <br /> •If at any time human remains are encountered,work will cease,and notification of affected parties will proceed as <br /> directed by RCW 27.44. <br /> Task 3—Technical Report <br /> ESA will conduct archival research at the Washington State Department of Archaeology and Historic Preservation <br /> (DAHP),available Everett Parks archives,relevant libraries and archives,within its own research library,and online <br /> repositories to provide a historic context.ESA will also review project-specific environmental and geological <br /> background information,as provided by Everett Parks and Facilities. <br /> ESA will then summarize the findings and recommendations in a Technical Report.The report will meet the current <br /> DAHP standards for a cultural resources assessment.ESA will submit a Draft Report(Word format)for <br /> simultaneous review by Everett Parks and Facilities and RCO. <br /> Once all comments are received,ESA will prepare the Final Report(PDF format)and submit it to Everett Parks. <br /> ESA will upload the Final Report to DAHP's WISAARD system,under the direction of RCO.ESA will submit the <br /> project activity for review by DAHP,and RCO will notify DAHP and the Affected Tribes that the report and HPI <br /> Page 13 <br /> (Form Approved by City Attorney's Office November 1,2009) <br />
