Shoreline Master Program <br />The most significant change to this chapter was including the entirety of Title 16. This will allow the Building <br />Official and city code enforcement official to enforce all aspects of Title 16 to ensure code compliance. The <br />remaining additional new chapters referenced an outdated hearing examiner process and were included here <br />as part of the effort to streamline code enforcement processes and procedures. <br /> <br />B. Procedures for responding to a code complaints and violations (1.20.080) <br /> <br />This section of the code is designed to assist in expectation setting for both staff and residents. Section A <br />authorizes the city code enforcement official to investigate a code complaint and determine whether a <br />violation has occurred. In order to promote compliance with the code, the official may take any of the <br />following actions: <br /> <br />1. Corrective Action Notice <br />2. Voluntary Compliance Agreement <br />3. Notice and Order <br />4. Stop Work Order <br />5. Suspend, revoke, modify, or deny any permit or approval <br />6. Impose fines or penalties. <br />7. Criminal enforcement. <br /> <br />Section C establishes a variety of factors and criteria that the city code enforcement official can consider when <br />determining what type of enforcement action to take, including but not limited to the severity of the public <br />impact of the violation, the time and cost to abate the violation, the likelihood to recover any costs of <br />abatement, and the available City resources to abate the violation. <br /> <br />The purpose of this section is to help City staff prioritize violations and staff time to ensure that the City’s <br />resources are being appropriately allocated to specific violators. <br /> <br />C. Compliance Tools <br /> <br />As referenced above, the city code enforcement officials now have a variety of tools to exercise when seeking <br />compliance.
