Additionally, no person shall violate or fail to comply with any condition set forth in any city zoning <br />concomitant agreement, any condition imposed by any development permit, or any condition <br />imposed by the city’s environmental policy adopted pursuant to Title 19 EMC, as hereinafter <br />amended. In the event there is a violation or failure to comply with any of the above referenced <br />documents, the procedure authorized in this chapter shall be the enforcement procedure utilized <br />unless the city administration, upon the concurrence of the city attorney, files for injunctive or <br />other civil relief in superior court. <br />1.20.030 Definitions. <br />Except as otherwise provided in this section, all terms shall have the meaning as defined by those code <br />provisions referenced in EMC 1.20.020, or in the absence of specific definition, terms shall be defined by <br />their plain meaning. <br />“City” means the City of Everett. <br />“Code Enforcement Officer” shall mean that person responsible for the interpretation, enforcement or <br />both interpretation and enforcement of this chapter, and shall include, but is not limited to, the Building <br />Official, Fire Marshal, or Code Official or any designated agent thereof whom the Mayor gives authority <br />to enforce the provisions referenced in this chapter. <br />“Code” shall mean any EMC section referenced in EMC 1.20.020. <br />“Day” or “days” means one or more calendar days, unless expressly stated otherwise in a given section or <br />subsection. In addition, any portion of a 24-hour day shall constitute a full calendar day. <br />“EMC” shall mean Everett Municipal Code. <br />“Emergency” means an action that must be undertaken immediately or within a time frame too short to <br />allow full compliance with this chapter, in order to avoid an immediate threat to public health or safety,
