Exhibit A <br /> Client Responsibilities <br /> 1. Review draft technical reports within ten (10) business days of receipt. <br /> Assumptions <br /> 1. The boundaries of wetlands and streams outside of the immediate project corridor will be <br /> estimated. <br /> 2. No more than two (2) wetlands and two (2) streams will be identified along the project <br /> corridor. If more are found, they can be delineated and mapped under a future phase of the <br /> project. <br /> 3. The BA will be prepared by a WSDOT certified author and will include detailed descriptions <br /> of all project activities, status and occurrence of listed species in project area, direct and <br /> indirect effects to all listed species and critical habitat, and conservation measures. <br /> 4. The BA will include an effects determination and critical habitat for each listed species. An <br /> analysis of Essential Fish Habitat will be completed as part of the BA and will also include <br /> an effects determination. <br /> 5. The BA will evaluate one (1) iteration of design at the 30% milestone. <br /> 6. Informal consultation with the National Marine Fisheries Service and US Fish and Wildlife <br /> Service is assumed for this project. Services for formal consultation are outside the scope <br /> of this AGREEMENT. <br /> 7. Responses to agency comments on HDR's deliverables, if needed, will be provided under <br /> Task 900, within the next phase of this project. <br /> Deliverables <br /> 1. Draft and Final Critical Area Delineation Report (electronic files) <br /> 2. Draft and Final Project Mapbook <br /> 3. Draft and Final Biological Assessment (electronic files) <br /> Subtask 703 — Permitting Support Services <br /> Objective <br /> Prepare permit documentation and applications to support required project approvals. Many of <br /> the permits listed below will be secured in subsequent phases of the project. The jurisdictions <br /> anticipated to require permits or approvals for the project include the following: <br /> • City of Everett: Various local permits detailed below <br /> • Washington Department of Natural Resources (DNR): Aquatic Lands Lease <br /> • Washington Department of Fish and Wildlife (WDFW): Hydraulic Project Approval <br /> • Ecology: Section 401 Water Quality Certification <br /> • USACE: Section 10 and 404 Permits <br /> Consultant Services <br /> 1.
