January 4, 2012 <br /> CITY COUNCIL <br /> The council members congratulated their colleagues on their reelection. <br /> Council Member Nielsen relayed several questions from a constituent <br /> regarding the City of Everett's intent to accept and treat sewage from the <br /> City of Snohomish: does the project involve a pipeline across the <br /> Snohomish River Valley and if so, what is the route; would it require the <br /> condemnation of property and who would be undertaking that <br /> condemnation; who would bear the expense of the project; and how will <br /> the city of Everett establish its rates. He stated that he was also provided <br /> with a news report from King 5 News regarding the recent discharge of <br /> raw sewage into the Snohomish River. He questioned whether accepting <br /> wastewater from the city of Snohomish will increase the potential for <br /> future discharges, and whether we have a process for announcing the <br /> discharges. He requested a council briefing at a later date. <br /> Dave Davis, Public Works, discussed the rain event that lead to the <br /> discharge of sewage into the river. He stated that approximately 25 <br /> million gallons of combined sewer overflow (CSO) which is 80% rainfall <br /> and 20% sewage was discharged into the river over several days. He <br /> remarked that they did all the required notifications. <br /> Council President Gipson stated that he provided the council members <br /> with copies of the 2010 resolution establishing city council rules of <br /> procedure for the conduct of council. He asked them to take a look at it <br /> and give him some thoughts and ideas on whether it should be revisited. <br /> Council Member Roberts thanked him for bringing it back. <br /> CITY ATTORNEY <br /> City Attorney Iles had no comment. <br /> CITIZEN COMMENTS <br /> No citizens wished to speak. <br /> 2 <br />
