CITY OF EVERETT <br /> CITY COUNCIL - .7 <br /> RESOLUTION NO. 6712 <br /> A Resolution Approving a Shoreline Permit,Binding Site Plan and Multifamily <br /> Modification for the proposed Taylor Development townhouse project located on <br /> 19th Ave SE at the north end of Silver Lake. <br /> WHEREAS, the City Council established an interim regulation and a special planning <br /> process for property formerly known as the Silver Lake Center located on the north side <br /> of Silver Lake and adjacent to the Safeway store; and <br /> WHEREAS, Taylor Development is the owner of the subject property and has <br /> participated in the special planning process; and <br /> WHEREAS, the City Council, in a separate action approved a conceptual land use plan <br /> for the subject property and repealed the interim land use regulation; and <br /> WHEREAS, land use applications were submitted by Taylor Development for a 100 unit <br /> townhouse development to implement the land use plan; and <br /> WHEREAS, said land use applications include a Shoreline Permit, Binding Site Plan, <br /> and Multi-Family Modification to be reviewed under a consolidated review; and <br /> WHEREAS, in order to simultaneously address interim ordinance (No. 3314-13) and <br /> the present land use applications,the applicant agreed to an alternative review process in <br /> which the Planning Commission and City Council conduct public hearings on the land <br /> use applications and the City Council makes the final administrative decision; and <br /> WHEREAS, public hearings were conducted by the Planning Commission on January <br /> 21, 2014 and City Council on March 5, 2014; and <br /> WHEREAS,the SEPA environmental review for the proposal was completed through <br /> adoption of a Final Determination of Non-Significance on December 29, 2013; and <br /> WHEREAS,the Planning Commission has forwarded a recommendation to the City <br /> Council to approve the project; and <br /> WHEREAS, after reviewing the exhibits and considering all testimony the City Council <br /> finds that: <br /> 1 <br />
