3. The project shall be designed so as to not adversely affect the following: <br /> a. Existing streets and transportation system. <br /> b. Existing utilities systems. <br /> c. Police, fire, parks, and schools. <br /> Staff Comment: No adverse affects to these public facilities have been identified by city, <br /> PUD, and school district staff. <br /> 4. If the project is proposed to be phased the city may approve a phasing plan provided <br /> public improvements necessary are completed for each phase. <br /> Staff Comment: No phasing plan has been proposed. <br /> AGENCY COMMENTS <br /> City Departments. The Public Works and Fire Department comments have been <br /> incorporated into this report and recommendation (Exhibits 16a and 16b). <br /> Everett School District. The school district has determined that no mitigation fees are <br /> required of this proposal (Exhibit 16c). <br /> Snohomish County PUD. The PUD commented that at this time there is sufficient system <br /> capacity to serve the project, with upgrades to the existing system possibly required to <br /> connect it to the project (Exhibit 16d). <br /> WSDOT. The Department of Transportation has commented they cannot offer full support <br /> of the project. No specific issues or concerns were raised (Exhibit 16e). <br /> PUBLIC COMMENTS <br /> No written public comments have been submitted as of the time of this report. Any <br /> comments that may subsequently be submitted will be presented to the Planning <br /> Commission at the hearing. <br /> RECOMMENDATION <br /> Recommendation: Based on the above regulations and responses for this project, the City <br /> of Everett Planning Department is recommending that the Shoreline Management <br /> Substantial Development Permit, Binding Site Plan and the multi-family modification request <br /> be approved subject to meeting the following conditions: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with <br /> City Design and Construction Standards shall be submitted to the Public Works <br /> Department, showing site parking layout, landscaping, utilities, storm drainage, <br /> temporary construction erosion control, and all required improvements in the public right- <br /> of-way. Public Works Department approval of these drawings is required prior to any <br /> 11 <br />
