EXIIBIT A <br /> SCOPE OF WORK <br /> Goals <br /> A)The purpose of this Agreement is for the COOPERATOR to complete an investigation for <br /> evidence of violations of RCW 79.100.1 10.The COOPERATOR will use traditional,technical, <br /> and non-traditional investigative techniques to determine if evidence exists that can be provided <br /> to DNR and the Washington State Attorney General's Office for potential prosecution. In <br /> conjunction with DNR and the Washington State Attorney General's Office,the COOPERATOR <br /> will use legal tools to reduce or stop the illegal disposal of boats from marinas located within the <br /> COOPERATOR's jurisdiction. If derelict vessels are found in other jurisdictions,the <br /> COOPERATOR will provide the agency responsible for the vessel removal with any information <br /> that the COOOPERATOR has related to the origin of that vessel.This information will allow <br /> that agency to determine if the boat came from a private marinas and solicit assistance in the <br /> recovery of the boat and/or potentially recoup any associated removal costs. <br /> B)The COOPERATOR will perform tasks designed to increase the enforcement of vessel <br /> registration requirements through proactive patrols and community outreach. Using enforcement <br /> contacts,the COOPERATOR will increase the rate of currently registered boats in the area and <br /> proactively identify/track potential derelict vessels currently moored. The COOPERATOR will <br /> also use long established partnerships through the marine community and their social media <br /> assets to provide a public information campaign to encourage boat registration and the vessel <br /> turn in program. Based off experience,the COOPERATOR has found that boats that are current <br /> on their registration requirements are not usually the boats that are being abandoned and <br /> becoming derelict.A registered boater is more likely to be responsible for that boat. <br /> C) To respond quickly to any derelict boat in our waters,the COOPERATOR will partner with <br /> DNR to remove any derelict vessels located within the COOPERATOR's jurisdiction legally and <br /> safely before they become a hazard to the environment or boat traffic.The additional funding <br /> provided by this grant will provide some financial assistance to support the removal of derelict <br /> vessels over the next year. <br /> Operational plans <br /> Enforcement patrols. Uniformed employees of the COOPERATOR will patrol Everett <br /> waterways with a focus on registration violations. During the patrols,there will be an emphasis <br /> on enforcement for any registration violations.After 30 days from the issuance of any expired <br /> registration infraction,officers will conduct a review to determine if the boat owner obtained a <br /> current registration. If the vessel registration is still expired,officers will attempt to locate the <br /> boat during their next emphasis patrol and may follow-up with another infraction.
