Investigations.The COOPERATOR will use a camera system to identify any marinas that are <br /> suspected of illegally cutting boats loose which boats then become derelict. If there is evidence <br /> located that anyone is dumping boats that information will be forwarded to the City of Everett's <br /> Prosecutor's office. <br /> Reporting <br /> A pre-and post-enforcement vessel survey will be completed.The COOPERATOR will <br /> conduct this survey from the water for river(s)and on foot for any major marinas located within <br /> the COOPERATOR's jurisdiction. Using the COOPERATOR's body camera system,the <br /> COOPERATOR will get images of all the boats and their WN numbers that are moored in the <br /> city of Everett.This will allow the COOPERATOR to review any such video for any boats that <br /> become derelict to assist in locating the owners of the boats and where they were previously <br /> moored. In the past,a large percentage of the boats that become derelict have had all their <br /> identification numbers removed. By reviewing the video,the COOPERATOR will be able to <br /> determine the location of moorage and any registration numbers. <br /> A final report on actions completed with the funding from this Agreement will be submitted to <br /> DNR and include: <br /> • Detailed explanation of the patrol area and date,times of patrols. <br /> • Receipts for equipment purchased. <br /> • Summary of investigations into any derelict boats. <br /> • Summary of any derelict boats that were removed. <br /> • Investigative techniques that were used. <br /> • After action report of the effectiveness of those techniques and if they were effective or <br /> not at advancing investigations. <br /> • List of all charges that were referred to the prosecutor based off investigations, if those <br /> cases were accepted,and any convictions. <br /> • Lessons learned on how to improve future investigations into derelict boats. <br /> DNR AGREEME4r 93-103727 PAGE 100113 <br /> COOPERATOR AGREE lEti?
