All of said bonds should be signed by the Mayor and attested by the City Clerk, under the seal of said City, and each of said interest coupons shall be signed with the facsimile signatures of said officials, which facsimile signatures shall be binding to all intents and pur- poses upon said City of Everett . Section 6. That the City Clerk is hereby authorized and directed to advertise for bids for the sale of said bonds. Bids shall be opened on 'Tovember 16 , 1945, and the call for bids shall be published once a week for two successive weeks prior to said date in the City official newspaper and in the Seattle Journal of Commerce. Section 7. The City officials are hereby authorized and directed to duly call for payment and redemption on December 1, 1946, all of the outstanding unpaid bonds of said Everett Special Water Revenue Bonds dated December 1, 1936, and to duly pay and retire said bonds on or before said date. The moneys received from the sale of the bonds authorized by this ordinance shall be used only for the purpose of redeeming said outstanding water revenue bonds . Section _8. That an emergency exists, :raki= the passage of this ordinance necessary for the general welfare of the City of Everett and its inhabitants , and for the economical maintenance of its water supply system, and said ordinance shall take effect imr. ediately after its final passage and publication, as provided by law. Unanimously passed by the Mayor and Councilior, of the City of Everett at a meeting of said Comncil duly held on October 31st , 1945.
