MV5J has submitted <br />permit applications to build a new multi-family apartment development on this property. <br />However, there are currently Snohomish County PUD power lines located in the alley east of <br />MV5J’s property, which hinders such development. <br />MV5J has coordinated with the Snohomish County PUD, the Port of Everett, and the City to plan <br />a proposed route to relocate the power lines away from the alley. The relocation of the power <br />lines will be at MV5J’s expense. The proposed new location for the power lines is across the <br />street from W Marine View Drive and down onto the narrow strip of parcels lying between the <br />BNSF railroad tracks and Lower Norton Avenue. <br />The City owns two of the parcels along this proposed route – one at the north end and one at the <br />south end. The property in-between the two City parcels is owned by the Port and by MV5J. This <br />proposed route requires an easement to be granted to the PUD through the affected parcels to <br />accommodate the power lines. All parties are amenable to this arrangement. <br />MV5J has requested that the City grant to the Snohomish County PUD utility easements through <br />the City’s parcels (tax identification numbers 00437448500000 and 00437455700900). In <br />exchange for these easements, MV5J will cause its parcel (tax identification number <br />00437455701200) to be conveyed to the City at no cost to the City. An easement to the <br />Snohomish County PUD will also be granted in the MV5J parcel. <br />The purpose of this Resolution is to authorize the Mayor to execute documents and take actions <br />as necessary to grant the easements and take conveyance of the above-described parcel. <br /> <br />Recommendation (exact action requested of Council): <br />Adopt a Resolution authorizing granting of utility easements to the Snohomish County PUD in <br />City-owned parcels in the 2400 and 2300 Blocks of Lower Norton Avenue and authorizing <br />conveyance to the City of one parcel in the 2400 block of Lower Norton Avenue.
