Please note our written responses for each item below: <br /> 1) The proposed design contains multiple issues that do not comply with the building code.This includes,but is not <br /> limited to,converting the basement level(i.e.,"Lower Floor")from an unpermitted unoccupied or storage area. <br /> Review comments have been provided to assist the designer-of-record(EOR)in revising the design.However, <br /> these are intended to provide a preliminary review only.Additional comments may be provided pending a review <br /> of the revised submittal documents.See IBC Sections 107.2.1 and the additional comments below. <br /> Response: <br /> IBC 107.2.1 states"Construction documents shall be dimensioned and drawn upon suitable material. <br /> Electronic media documents are permitted to be submitted where approved by the building <br /> official.Construction documents shall be of sufficient clarity to indicate the location,nature and extent of the <br /> work proposed and show in detail that it will conform to the provisions of this code and relevant laws, <br /> ordinances,rules and regulations,as determined by the building official." <br /> What part of our permit submittal does not conform to this code section? <br /> The Lower Floor has been permitted originally as part of a single-family residence in 1926 and then as one <br /> unit in a triplex(July.31.1961 multiple dwelling meter permit)and then as an application for variance to <br /> professional offices from Nonconforming Multi-Family. See City of Everett Records attached for ease of <br /> reference. The lower floor which was a third dwelling unit and then professional offices,is in fact permitted <br /> professional office B-3.Three door bells,three meters,all point to living space,occupiable permitted space. <br /> What other multiple issues do not comply with the building code in this proposed design as you state in your <br /> first sentence? This is a tenant improvement of a previously change permitted project(change of use <br /> permit)with fully mitigated life risk compliance. <br /> 2) Work on existing buildings shall comply with the IEBC.The IEBC provides three alternative methods for performing <br /> work:Prescriptive Compliance Method(Section 301.1.1),the Work Area Method(301.1.2),and the Performance <br /> Compliance Method(301.1.3).The method selected for the project should be specified in the General Notes on Sheet <br /> A-1.0.A statement should be provided clarifying the types of work that are included in the project(e.g.,repairs, <br /> additions,change of occupancy,etc.)and referencing the appropriate IEBC sections.The comments provided herein <br /> presume the project will comply with the Work Area Method of Chapter 5.Based on a review of the construction <br /> drawings,the proposed project appears to include the following work:Level 2 Alternations(Chapter 8).Additional and <br /> alternative types of work required for the project shall be identified by the designer-of-record.Additional comments <br /> may be pending.See IBC Section 101.4.7,and IEBC Sections 301.1,502,and 506. <br /> Response: <br /> The method selected Work Area Compliance Method is noted in the General Notes Sheet A-1.0. <br /> A description of the scope,meeting Level 2 Alterations is attached.Also refer to SCOPE OF WORK on page A- <br /> 1.0. <br />
