Please note our written responses for each item below:
1) The proposed design contains multiple issues that do not comply with the building code. This includes, but is not
limited to,converting the basement level(i.e.,"Lower Floor")from an unpermitted unoccupied or storage area.
Review comments have been provided to assist the designer-of-record(EOR)in revising the design. However,
these are intended to provide a preliminary review only.Additional comments may be provided pending a review
of the revised submittal documents.See IBC Sections 107.2.1 and the additional comments below.
Response:
IBC 107.2.1 states"Construction documents shall be dimensioned and drawn upon suitable material.
Electronic media documents are permitted to be submitted where approved by the building
official.Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the
work proposed and show in detail that it will conform to the provisions of this code and relevant laws,
ordinances, rules and regulations,as determined by the building official."
What part of our permit submittal does not conform to this code section?
The Lower Floor has been permitted originally as part of a single-family residence in 1926 and then as one
unit in a triplex(July.31.1961 multiple dwelling meter permit)and then as an application for variance to
professional offices from Nonconforming Multi-Family. See City of Everett Records attached for ease of
reference. The lower floor which was a third dwelling unit and then professional offices,is in fact permitted
professional office B-3.Three door bells, three meters, all point to living space, occupiable permitted space.
What other multiple issues do not comply with the building code in this proposed design as you state in your
first sentence? This is a tenant improvement of a previously change permitted project(change of use
permit)with fully mitigated life risk compliance.
2) Work on existing buildings shall comply with the IEBC.The IEBC provides three alternative methods for performing
work:Prescriptive Compliance Method(Section 301.1.1),the Work Area Method(301.1.2),and the Performance
Compliance Method(301.1.3).The method selected for the project should be specified in the General Notes on Sheet
A-1.0.A statement should be provided clarifying the types of work that are included in the project(e.g.,repairs,
additions, change of occupancy, etc.)and referencing the appropriate IEBC sections. The comments provided herein
presume the project will comply with the Work Area Method of Chapter 5.Based on a review of the construction
drawings, the proposed project appears to include the following work:Level 2 Alternations(Chapter 8).Additional and
alternative types of work required for the project shall be identified by the designer-of-record.Additional comments
may be pending.See IBC Section 101.4.7,and IEBC Sections 301.1,502,and 506.
Response:
The method selected Work Area Compliance Method is noted in the General Notes Sheet A-1.0.
A description of the scope, meeting Level 2 Alterations is attached. Also refer to SCOPE OF WORK on page A-
1.0.
