• <br /> 4. The automatic fire detection and fire suppression system EMC Chapter 16.76 applies to <br /> new construction, changes of occupancy and existing buildings. In 1989 the building <br /> underwent a change of occupancy from R-3 to Group B-2 which included the (non- <br /> habitable) basement area approved for storage use (permit 21665). This proposal is for a <br /> change of use of the basement from non-habitable storage to habitable space — which is <br /> a change of use, however not a change of occupancy. Therefore, a fire alarm is not <br /> required. <br /> 5. The code defines a primary function in Definition Section 202. Per that definition, the <br /> majority of the spaces, including office spaces would be defined as primary function areas. <br /> The work of creating accessible toilet rooms will more than satisfy IEBC Section 705.2 <br /> however. <br /> In order for the processing of your application to continue, it will be necessary to provide the <br /> Building Division with two new sets of revised construction documents reflecting the corrections <br /> requested. Please include a response letter which indicates how the corrections were resolved. <br /> All codes cited refer to the 2015 International Building Code (IBC), 2015 International Existing <br /> Building Code (IEBC), the 2015 International Fire Code (IFC), the 2015 International Mechanical <br /> Code (IMC), and/or the 2015 Washington State Energy Code (WSEC), as amended by the State <br /> of Washington and adopted by the City of Everett. The current IBC referenced standard for <br /> accessible design is the 2009 "Accessible and Usable Buildings and Facilities" (ICC/ANSI <br /> A117.1). Federal ADA regulations and standards may be more restrictive. <br /> These comments address building issues only. Additional revisions or additions may be required <br /> by other departments (such as Utilities, Traffic, Planning or Fire).
