• <br /> • <br /> Section 57 : ', henever any person operating any <br /> vehicle during hours of darkness shall approach a vehicle <br /> travelling in the opposite direction within a distance of <br /> five hundred ( 500) feet, such operator shall cause the high <br /> intensity beam of the headlamps upon the vehicle he is <br /> operating to be depressed to the lower elevation. In the <br /> event that such vehicle is not required under the provisions <br /> of the ''?ashington Motor '7ehicle yct to be provided with a <br /> lower elevation of light, then, under the circumstances herein <br /> set out, the higher intensity beam of the headlamps shall be <br /> dimmed, in lieu of being depressed to their lower elevation. <br /> Section 4: That Ordinance ho. 2734 of the City of <br /> Everett , entitled es above set forth, be , and the same is hereb , <br /> amended by adding thereto a section to be known as Section 58, <br /> which section shall read as follows: <br /> Section 58: It shall be the duty of every operator <br /> of a vehicle , while backing such vehicle , to look out for and <br /> yield the right-of-way to all other vehicles upon the public <br /> highway. <br /> Section 5: That Ordinance No. 2734 of the City of <br /> Everett, entitled as above set forth, be , and the same is hereb <br /> amended by adding thereto a section to be known as Section 59 , <br /> which section shall read as follows : <br /> Section 59 : Every person in whose name a vehicle i . <br /> registered (licensed) shall be responsible for any parking of <br /> such vehicle and for all offenses other than moving violations <br /> in violations of the traffic ordinances of the City of Everett. <br /> It shall be no defense to such charge that said vehicle was <br /> illegally parked or used by another, unless it be shown that <br /> at such time said vehicle wets being used without the consent of <br /> the registered (licensed) owner thereof. <br /> Section 6: That Ordinance No. 2734 of the City of <br /> Everett, entitled as above set forth, be , and the same is hereb <br /> amended by adding thereto a section to be known as Section 60, <br /> which section shall read as follows: <br /> Section 60 : any vehicle parked , or so used as to <br /> endanger or likely to endanger any user or potencial user of an <br /> public highway, or used in violation of the traffic ordinances <br /> of the City of Everett or of any rule or regulation promulgated <br /> in connection therewith by the Chief of Police acting in con- <br /> junction with the City Council, is hereby declared to be a <br /> nuisance . Such nuisance may be summarily abated by removing the <br /> vehicle by or under thedirection of a police officer by means <br /> of towing or otherwise. The Traffic Department shall, as soon <br /> es practicable after impounding, obtain the name and address <br /> of the registered owner of the impounded vehicle as shown by <br /> the records of the authority lEst licensing said vehicle, and <br /> -2- <br />
