December 7, 2022 <br />11 <br /> <br /> <br />Discussion began with Public Works Director Ryan Sass, answering Council <br />questions. <br /> <br />City Attorney David Hall provided an overview of legal concerns regarding the <br />Project Labor Agreement if adopted. <br /> <br />Discussion continued with City Attorney David Hall answering council questions. <br /> <br />President Stonecipher invited Council Executive Angela Ely, to introduce the public <br />speakers who wanted to comment on Agenda Item No. 27. <br /> <br />The Council recessed for a 5-minute break. <br /> <br />Council comments were provided by Council Member Vogeli, Fosse, Zarlingo, <br />Rhyne, Tuohy, and President Stonecipher. <br /> <br />President Stonecipher made a motion to table the Project Labor Agreement <br />ordinance vote, to establish an adhoc committee of council and administration, <br />to study the PLA and CWA alternatives, including the involvement of all <br />stakeholders, and return to the council in no longer than 6 months’ time, with a <br />comprehensive report of findings and recommendations for how the city would <br />structure our PLA or CWA, or both. Seconded by Council Member Zarlingo. <br /> <br /> <br />Roll was called with all council members voting yes, except Schwab, Fosse, Vogeli, <br />and Rhyne who voted no. <br /> <br /> Motion failed. <br /> <br />President Stonecipher opened the floor for amendments to the Project Labor <br />Agreement. <br /> <br />Council Member Zarlingo made a motion to restore the public interest language <br />and conditions in the existing Project Labor Agreement Resolution, as a new
