Seconded by President Stonecipher and Council <br />Member Tuohy. <br /> <br /> <br />Roll was called with all council members voting yes, except Schwab, Fosse, Vogeli, <br />Rhyne, who voted no. <br /> <br /> Motion failed. <br /> <br />Council Member Schwab made a motion to keep the lid amount at $5,000,000 <br />starting January 1, 2023, by deleting Section 1.A.1.b of proposed EMC 3.80.060 <br />and by replacing “between January 1, 2023 and December 31, 2024” with <br />“starting January 1, 2023” of Section 1.A.1.a of proposed EMC 3.80.060. <br />Seconded by Council Member Vogeli. <br /> <br />President Stonecipher questioned the effective date and the consequences of not <br />having a Project Labor Agreement created in time. City Attorney David Hall stated <br />that the City would not be able to authorize a call for bids on any projects in the <br />near future. <br /> <br />Council Member Schwab withdrew his motion, seconded by Council Member <br />Vogeli. <br /> <br />Council Member Fosse made a motion to list the Edgewater Bridge Replacement <br />Project, and the Water Pollution Control Facility Combined Conveyance Project <br />under Section 9, that shall not be subject to this ordinance. Seconded by Council <br />Member Rhyne. <br /> <br />Council Member Zarlingo made a motion to amend the current amendment to <br />add the Sewer Replacement O and the PGSF Demolition Project to the exception <br />list in Section 9 of the ordinance. Council Member Fosse rejected the motion to <br />amend her original amendment to add the additional projects. <br /> <br /> <br />Roll was called with all council members voting yes. <br />
