Planned Development Overlay - Mitigation Related Improvements <br />Delta is north Everett's most diverse and densely populated neighborhood including a high number of elderly, <br />disabled and young families with children. Our neighborhood is a place where all are welcome and housing is <br />affordable. These are our defining attributes. <br />In that regard these are some of the mitigations that we believe will help support these marginalized groups <br />need in order to thrive. These improvements will help current residents and new EHA Baker Heights "Park <br />District" residents live healthy, happy lives. <br />1. Sidewalks on 15' street to connect Baker Heights residents with adequate pedestrian safety <br />infrastructure as part of Transit Oriented Development for safe to access retail and services at E <br />Marine View Drive and Broadway such as the Triangle Trading Post, Lucky Market and Franz <br />Bakery Outlet. The street vacation funds collected from the EHA to vacate 2 streets would likely be <br />sufficient to pay for this to meet the needs of our future residents. This is a safety priority. <br />2. Maintain Wiggums Hollow Park in its current state. The city has maintained the 2.5 acres owned by <br />EHA as part of park property per an MOU. The city and the neighborhood is owed a fair price for <br />this land after years of maintenance costs to keep the park in good condition for our children's <br />recreation. This is a good opportunity to exchange land to increase affordable housing supply in <br />areas of the city that are not as affordable. See the City of Everett property map. <br />3. Community Garden. During Phase I planning, the community was promised that an even larger <br />community garden would be implemented in Phase II. Please honor this promise. As we are all <br />acknowledging that the EHA residents will not have townhouse style dwellings in spite of that being <br />the overwhelming choice during Phase I planning meetings, the residents will need a place for <br />gardening. This is a basic need for health and well-being. <br />4. A cafe/coffee shop community gathering space is highly desired as are a Youth Center, Gym, <br />community art space and Childcare. Unfortunately, private business chooses not to invest in our <br />neighborhood so we need Planning and the City Council to approve mixed -use at this site. <br />5. Boys and Girls Club Wetlands. Restoration of the wetlands, a maintenance agreement and <br />conveyance of the property to the Everett Parks Department. <br />6. Time -limited street parking with residential parking permits on the blocks within the vicinity of the <br />new development. With limited parking proposed, this will negatively impact single-family homes in <br />the adjacent blocks. <br />7. It sends the wrong message to our children placing the County detention center in our <br />neighborhood next to low-income housing, parks and schools. This should be converted into a <br />Community Center. There is a need for a welcoming teen center where youth can feel safe when <br />they are alone or unsafe at home. <br />Signed, <br />
