The proposed project includes modification of a space that includes an occupancy change <br /> affecting the life safety systems. The construction drawings should bear the seal and signature <br /> of an architect who is registered and licensed in the state of Washington. The drawings should <br /> be revised. See RCW Chapter 18.08.410 Items (7). <br /> 2. The proposed project shall comply with the requirements of the 2015 International Building <br /> Code (IBC) and the 2015 International Existing Building Code (IEBC). The 2015 IEBC should be <br /> specified in the Code Information on Sheet T-1.0. See the Everett Municipal Code Section <br /> 16.005.030 Article A, IBC Sections 101.4.7 and 107.2.1, and IEBC 106.2.1. <br /> 3. Continuing with the previous comment, work on existing buildings should comply with the IEBC. <br /> The IEBC provides three alternative methods for performing work: the Prescriptive Compliance <br /> Method (Section 301.1.1), the Work Area Method (301.1.2), and the Performance Compliance <br /> Method (301.1.3). The method selected for the project should be specified in the Code <br /> Information on Sheet T-1.0. A statement should be provided clarifying the types of work that <br /> are included in the project (e.g., repairs, additions, change of occupancy, etc.) and referencing <br /> the appropriate IEBC sections. The comments provided herein presume the project will comply <br /> with the Work Area Method of Chapter 5. Based on a review of the construction drawings, the <br /> proposed project appears to include the following work: Level 2 Alternations (Chapter 8) and <br /> Change of Occupancy (Chapter 10). Additional and alternative types of work required for the <br /> project should be identified by the designer-of-record. Additional comments may be pending. <br /> See IBC Section 101.4.7, and IEBC Sections 301.1, 504, and 506. <br /> 4. The proposed project is a coffee shop with a seating area exceeding 750 SF and 49 occupants <br /> based on a 15 SF/occupant factor per IBC Table 1004.1.2. The space should be classified as <br /> an Assembly Group A-2 per IBC Section 303.3. The occupancy classification should be stated in <br /> the"Project Description"section on Sheet T-1.0. See IBC Sections 107.2.1 and 302.1. <br /> 5. The"Project Description"section on Sheet T-1.0 appears to provide a deferred submittal list <br /> that includes fire alarm and sprinkler systems. The drawings do not clearly indicate if the <br /> systems will be installed in the entire building or only the tenant space. The existing building is <br /> understood to not have either of these systems. The comments provided herein presume the <br /> systems will only be provided for the tenant space. The intended extent of installation for the <br /> systems should be stated. See IBC Section 107.2.1. <br /> Fire Protection: <br /> 6. The proposed project involved an occupancy change from B to A-2. The project appears to <br /> involve providing fire alarm and sprinkler systems in the tenant space only. The project will <br /> require the construction of minimum two-hour fire barriers between the work area and the <br /> adjacent tenant spaces. The barriers must be continuous from the foundation to the roof <br /> sheathing.
