January 25, 2023 <br /> <br />1 <br /> <br /> <br /> <br />The special meeting/retreat of the Everett City Council was called to order at 5:30 p.m., January <br />25, 2023, President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Stonecipher, Tuohy, Rhyne, <br />Schwab, Vogeli, and Zarlingo were present. Council Member Fosse was expected to be a few <br />minutes late. <br /> <br /> <br />Introduction <br /> <br />President Stonecipher introduced Kathy Solberg, CEO of CommonUnity and facilitator for the <br />retreat. <br /> <br />Kathy provided an overview of the agenda for the evening. <br /> <br />Council Member Fosse arrived at 5:33 p.m. <br /> <br /> <br />Retreat Purpose and Goals <br /> <br />Kathy provided an overview of the desired outcomes for the evening, which she discussed with <br />Council members at one-on-one meetings preceding the meeting. She also provided some of <br />her “Guidelines for Gathering.” <br /> <br /> <br />Roles & Responsibilities <br /> <br />Kathy provided an overview of the definition of the role of Council member as described in the <br />Council Rules and Procedures, City of Everett website and the City of Everett Boards and <br />Commissions handbook. <br /> <br /> <br />Guidelines for Communication <br /> <br />Kathy provided an overview of feedback she received from Council members prior to the <br />meeting regarding communication standards and provided some examples from other <br />jurisdiction on a variety of guidelines for communication. <br />
