January 25, 2023 <br /> <br />2 <br /> <br /> <br />Discussion ensued regarding the possible creation of a subcommittee to develop ideas for a <br />guideline for communication, treatment of staff, agreed upon behaviors, clarity on speaking <br />order at meetings, and structure of meetings. <br /> <br />Kathy stated she would be sending retreat recommendations to the Council by February 10. <br /> <br /> <br />Priorities <br /> <br />Kathy shared the priorities she received from Council members and Mayor Franklin prior to the <br />meeting and discussion ensued regarding those priorities. <br /> <br />Discussion ensued regarding budgeting and financial stability needed to accomplish the <br />priorities. <br /> <br /> <br />Procedures <br /> <br />a.) Committees and Liaisons Structure and Assignments <br /> <br />A potential committee structure was provided from Council Member Rhyne with four <br />committees: Budget, Public Safety, Parks and Quality of Life and Built Environment. <br />Considerable discussion ensued regarding committee structure, responsibilities, and <br />collaboration. Consensus was to move forward with the proposed committee structure. <br /> <br />b.) How to Bring Initiatives Forward <br /> <br />Discussion ensued regarding initiative past practices, order of operations for Council <br />members to bring an idea forward, and the proposal for additional Council legislative staff. <br />Lori Cummings, Administration, stated she would work with Angela Ely, Council <br />Administrator, to develop some proposed language changes for the Council procedures <br />based on the discussion this evening and provide to Council for input. <br /> <br />c.) Remote Access to Meetings <br /> <br />A variety of ideas were presented to accommodate remote meetings or remote access to <br />meetings for Council members. Consensus was to move forward with a working group to <br />develop remote access and have Angela Ely, Council Administrator, to do some research on <br />moving to remote access for Council members, along with Engagement and Communications <br />staff.
