February 1, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., February 1, 2023, <br />President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Council Members Tuohy, Schwab, Fosse, Zarlingo, Vogeli, Rhyne, <br />and President Stonecipher were present. Mayor Franklin was excused. <br /> <br />Council Member Schwab led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Tuohy acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the January 18, 2023, City Council meeting, and the January 25, 2023, Council <br />Retreat meeting were approved as printed. <br /> <br /> <br />MAYOR’S COMMENTS <br /> <br />Mayor Franklin was excused. <br /> <br /> <br />APPOINTMENTS <br /> <br />President Stonecipher presented Mayor Franklin’s selections for various boards and <br />commissions. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to concur with the <br />following appointments: <br /> <br /> Citizen Advisory Board <br />• Cindy Bonner – Position 1 for term expiring 12/31/2028 <br />• Michael O. Gorman – Position 2 for term expiring 12/31/2026 <br />• Christina Aho – Position 7 for term expiring 12/31/2028 <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br /> <br />President Stonecipher announced that during last week’s Council Retreat, council members <br />discussed changing the fourth meeting of the month from day to evening meeting times. <br />
