February 1, 2023 <br />2 <br /> <br /> <br />To do this, Council would need an ordinance to change the council meeting times officially. <br /> <br />In the meantime, President Stonecipher called for a Special Meeting for February 22nd, to cancel <br />the daytime meeting, and replace it with an evening meeting at 6:30 p.m. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council Executive Angela Ely stated Council received (4) four written comments, and there was <br />(4) four members of the public who wished to speak: <br /> <br />• Holly James – NW Neighborhood Association: Waits Motel Nuisance Property <br />• Shelly Whitkop – NW Neighborhood Association: Waits Motel Nuisance Property <br />• Bob Wohl – Everett Resident: Waits Motel Nuisance Property <br />• Paula Townsell – Everett Resident: Redistricting <br /> <br />ADMINISTRATION UPDATE ON PRIOR BUSINESS <br /> <br />Executive Director Lori Cummings had no updates. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David Hall requested a 5-minute executive session to discuss a litigation matter, <br />pursuant to RCW 42.30.110.1(i), with council action to follow. <br /> <br />Attorney Hall gave a brief report on a complaint that was submitted by Paula Townsell regarding <br />redistricting procedure concerns. He confirmed that after review, it didn’t raise any new <br />allegations, and there is no legal justification to rescind Council approval. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Zarlingo seconded by Council Member Rhyne, to approve the <br />following consent item: <br /> <br />RESOLUTION - CLAIMS <br /> <br /> <br />
