February 1, 2023 <br />6 <br /> <br />The Deputy Clerk was directed to call the roll for the final disposition of the ordinance. <br /> <br /> AYES: Tuohy, Schwab, Fosse, Zarlingo, Vogeli, Rhyne, Stonecipher <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance No. 3929-23 adopted. <br /> <br />COUNCIL 2023 PRIORITIES DISCUSSION <br /> <br />President Stonecipher introduced Kathy Solberg, CEO of CommonUnity and facilitator for the <br />council retreat that was held on January 25th, to continue the discussion on Council priorities for <br />2023. <br /> <br />City Council and Kathy Solberg had a lengthy discussion on the following 10 priorities: <br /> <br />• Housing <br />• Homelessness <br />• Public Safety <br />• Parks, Art, and Libraries <br />City Council decided to reprieve priorities discussion temporarily for council comments and <br />liaison reports, to accommodate members of the public who were waiting on responses from <br />council members on earlier public comments. <br /> <br />Council Member Fosse requested Administration to place council comments and liaison reports <br />after public comment on the agenda moving forward. <br /> <br />COUNCIL <br /> <br />Comments and liaison reports were provided by council members. <br /> <br />Council Member Schwab addressed concerns with Fire/EMS wait times at healthcare facilities on <br />the ability to transfer patients to their care, that make first responders unavailable for other <br />important calls. <br /> <br />Moved by Council Member Schwab, seconded by Council Member Rhyne, to direct the City <br />Attorney to assist in developing a City ordinance, requiring all medical facilities including <br />emergency health care facilities, within the city limits of Everett, to accept custody of a patient <br />transported by an Everett Fire Department BLS or ALS unit within a certain amount of time <br />(undesignated currently). <br />
