1
the culverted Dogwood Elm Creek flowing under the project site. After flowing under the project
site, the culverted creek daylights northwest of the site. The runoff eventually outfalls to Possession
Sound. See downstream analysis section of this report for more details.
Mukilteo/Elm Basin: Drainage from portions of Mukilteo Boulevard and Elm Street is conveyed
Ithrough catch basins and closed conveyance pipes to the basin's connection point to the existing
municipal conveyance system at an existing stormwater manhole on the southeast corner of the
project site where it converges with the culverted Dogwood Elm Creek flowing under the project
Isite. After flowing under the project site, the culverted creek daylights northwest of the site. The
runoff eventually outfalls to Possession Sound. See downstream analysis section of this report for
more details.
North Basin: Drainage from the northern portion of project site (North Basin) is conveyed through
I catch basins and closed conveyance pipes to the basin's connection to the culverted Dogwood Elm
Creek at the manhole in the middle of the eastern parking lot. The stormwater runoff combines
with the runoff from the southern portion of the project site in the culverted creek and is conveyed
I northwest of the project site where it daylights. See downstream analysis section of this report for
more details.
I Olympic Basin: Off-site runoff from Olympic Boulevard to the east enters the project site from
the roadway as seen in Figure 5. As it traverses westerly across the property, it combines with the
runoff from the southern and northern on-site basins at the existing culverted creek under the
I project site as described above. This off-site conveyance system will be rerouted to be collected in
the existing Olympic Boulevard system as described in the Proposed Conditions below.
IPROPOSED CONDITIONS
The proposed project will consist of a two-story+/-29,066 sf outpatient medical clinic, a
Ireconfigured surface parking lot, landscaping improvements, and associated underground utilities.
Main access to the site will be provided by two driveways, one off of Mukilteo Boulevard and the
I second off of Olympic Boulevard. An additional service access will be provided off Elm Street to a
parking lot in the northwest corner of the site. Anticipated frontage improvements include adding
or replacing curb and gutter and sidewalk on the Elm Street, Mukilteo Boulevard, and Olympic
IIBoulevard frontages. See Figure 6 below for the proposed conditions map.
I
I
I
NAVIX Everett VA Clinic— Everett, WA 17
