Ordinance No. <br /> 3001. 3001. <br /> An Ordinance ests.bli snirg rules and regulations governing blackouts, test black; <br /> outs and control of Civilian traffic during periods of an air raid alarm, and in- <br /> cludin-: authorized tests, mithin the City of Everett, prescribing penalties for <br /> the violation thereof and declaring an enersency. <br /> The City ,of Everett does ordein; <br /> Section 1- Definitions and Terms <br /> 1. As used herein the follovYin.g, words and phrases shall have the following mean- <br /> ings, respectively; <br /> (a) "Air Raid Signal" shall mean a public notice or signal, conforming with <br /> the law applicable to the particular locality, requiring compliance with regula- <br /> tions governing precautions against possible enemy attack, either actuil or assumed <br /> within a specified area. Said public notice or signal thall be audible signal of <br /> approximately two (2) minutes duration, made by siren, whistle, horn or other aud- <br /> ible device, consisting of a fluctuatin;s or warbling sound of varying pitch or a <br /> succession of intermittent blasts of approximately five (5) seconds duration <br /> separated by a succession of silent periods of apr'roxi:Lately three (3) seconds <br /> duration ( so far as practical ) so as to_be audible within all parts of the area of <br /> air raid alarm; but in any area where it is impracticable to use the form of signal <br /> specified herein, a different form of signal may be used in such areas and in such <br /> form as may be specified and permitted by or under the authority of the City <br /> Commander. <br /> (b) "All Clear" shall mean a public notice or signal conforming with the law <br /> applicable to the particular locality, indicating the termination of the requirement <br /> of compliance of regulations governing precautions against possible enemy attack, <br /> either actual or assumed, within a specified area. Said notice or signal shall <br /> be a continuous audible signal of as,proximately two (2) minutes duration at a <br /> steady pitch, made by siren, whistle, horn or other audible device, arranged (so <br /> far as practical)- so as to be audible within all parts of the area to be affected <br /> thereby; but in any area where it is impracticable to use a fora of signal speci- <br /> fied herein, a different form may be specified and permitted by, or under the <br />
