. 2 <br /> authority of the City Commander of Civilian Protection. <br /> (c) Period of Air Raid Alarm" shall mean the interval of time beginning with <br /> an air raid signal and ending with the next succedding all clear signal in respect <br /> to the same area. <br /> (d) ttArea of Air Raid Alarm" shall mean the district or area in respect to <br /> which an air raid signal is given, as such district may have been defined by the <br /> Executive Director of Washington State Defense Council and the military command. <br /> (e) "Hours of Darkness" shall mean the period beginning at sunset and ending <br /> at sunrise in the particular locality involved. <br /> (f) "Blackout Period" shall mean the interval of time covered by a period of <br /> air raid alarm during hours of darkness as herein defined. <br /> (g) " Person or Persons" shall mean and include all natural persons (in- <br /> cluding officials and employees of the United States or any state or territory or <br /> of any political subdivision thereof), partnerships, associations and. municipal, <br /> public or private corporations. <br /> (h) "Persons in Control of Lighting" shall include all persons who have the <br /> immediate right, authority or obligation to control lighting without committing <br /> trespass (whether or not such lighting is lawful), either directly or through the <br /> supervision or direction of other persons. <br /> (i) "Vehicle" shall mean any mechanical device by which any person or property <br /> may be transported or drawn upon a road, including, but not limited to automobiles, <br /> buses, trucks, motorcycles, bicycles and horse-drape conveyances. <br /> (j) "Buses" shall mean any vehicle or tr .n of vehicles operating at or above <br /> ground level primarily for the purpose of carrying passengers, and operating prin- <br /> cipally on or over public highways, streets, roads or thoroughfares. <br /> (1) "Civilian Defense Authorities" shall mean the respective officials or <br /> agencies of the state or political subdivision thereof lawfully authorized to ad- <br /> minister the particular matters referred to herein. <br /> (m) "Director of the Office of Civilian Defense" shall mean the Director of <br /> the Office of Civilian Defense appointed by the President of the United States pur- <br /> suant to executive order number 8757, dated ,ay 20, 1941, or an amendment thereof, <br />
