The "yellow warning" and the "blue warning" are <br /> confidential Preliminary caution warnings issued to civilian district warning. <br /> centers by the 1V Fighter Command, or such other military agency as may be designated <br /> by the Secretary of ar. Yellow warning indicates the possibility of enemy attack <br /> in a specified area. The blue ma.rning indicates the probability of enemy attack <br /> in a specified area. No public notice or alarm shall be given in respect to either <br /> the yellow or the blue warning, but these warnings shall be transmitted by civilian <br /> defense authorities to such persons as they deem necessary to insure proper pre- <br /> paration and precautions for defense. <br /> 2. Air ?aid (_R7D) Warning. The air raid (red) warning is a warning issued <br /> to civilian district warning centers by the 11 Fighter Command or such other military <br /> agency as may be disignated b-- the Secretary of War, requiring compliance with re- <br /> gulations governing precautions against enemy attack, either actual or assumed, <br /> within a specified area. <br /> 7. All Clear (White) ?`.essage. â–ºeall clear (white) message is smessage <br /> issued to civilian district warning centers by the 1V Fighter Command or such other <br /> military agency as may be designated by the Secretary of War, indicatiyng the ter- <br /> mination of the reouirement of compliance with regulations governing precautions <br /> against possible enemy attack, either actual or assumed, within a specified areF . <br /> 4. Public Air Raid Signal. mmediately upon receipt of an air raid (red) <br /> warning, civilian defense authorities shall cause a public air raid signal to be <br /> given (as defined in subsection 1 (a) of Section 1) within ;he area af°ec +.,ed by said <br /> warning, and a period of air raid alarm shall thereupon commence. <br /> Section 111- Prohibited Lighting. <br /> 1. Blackouts. Subject to the exceptions provided in Section V hereof im- <br /> mediately uj:on the commencement of a blackout period, every person in control of <br /> the lighting within an area of air raid alarm shall extinguish all lighting which <br /> is visible from out of doors, or shall ceapletely obscure such lighting so that it <br /> is no longer visible from out-of-doors, and shall keep such lighting extinguished or <br />
