David Evans and Associates, Inc. Page 2 of 4
the proposed bridge construction work area and existing station. This change necessitates
design of retaining walls and deeper soil exploration to support the wall design.
• The bridge design was revised to place stormwater infrastructure in between the proposed
pump station and proposed force main, after the design effort to establish routing for the
force main was underway.
• The City has requested force main cleaning access points be adde d to the Force Main
design.
• An air and vacuum valve assembly and additional piping was added to the connection point
of the force main to an existing sewer not known to be subject to potential surcharging at
the point of connection. Two iterations of this connection assembly were designed.
• Horizontal control data points were added to plans to support construction staking.
• The current construction phasing of the Shore Avenue Force Main, Edgewater Bridge
Replacement, and Lift Station 15 projects lends itself to incorporating the scope of overlay
in W. Mukilteo Blvd. and Shore Ave. into the Lift Station 15 construction contract. TranTech
Engineering has completed pavement design and production of XREFs for the overlay, and
DEA needs to coordinate its inclusion into the Lift Station 15 project. Representative cross
sections of Shore Ave will also be added to indicate the overlay requirements.
• Prepare specification for separate procurement of generator and automatic transfer switch,
including allowance for additional coordination time at time of construction between
generator supplier, contractor and City.
• The City requested DEA’s participation in a series of utility coordination meetings between
the City, TranTech Engineering, PUD and other utilities. Additional coordination with PUD
and City was necessary in support of these meetings.
• The City will lead design for the Port of Everett side sewer connection at Mt. Baker Terminal
but will request technical review from DEA.
• The City requested DEA include a section of park perimeter sidewalk in the immediate
vicinity of the lift station in the lift station plans. The City has provided an updated potential
park site plan. The lift station plans will require adjustment to ensure lift station components
are consistent with revised park plans (e.g., rim elevations, reveal depths, etc.).
• Additional design effort may be necessary to re-route fencing and utilities outside of private
property on the west side of Shore Ave.
• Adjustments to the electrical plans resulting from the above scope revisions will be
necessary.

Scope of Work:
The scope of services for tasks identified in Amendment No. 2 is modified as a result of this
Amendment No. 3 as indicated below. (Original tasks that are not affected by this
amendment are not listed).

5. Project Management
5.2. Monitoring and Control – allowance for up to 12 additional monthly status reports and
invoice packets. Allowance for up to 28 progress meetings between design team and
City.

6. Design Support and Submittals
6.1. Geotechnical Evaluation – complete soil boring for an additional depth of 36.5 feet in
the area of proposed power and control equipment, evaluate existing conditions and
adjacent slopes and ecology block wall, recommend type of retaining wall system and
