January 25, 2012. <br /> INTERLOCAL AGREEMENT — LEGAL SERVICES <br /> David Hall, Deputy City Attorney, stated that this matter is not on the <br /> today's agenda but has been forwarded to city council members and due <br /> to time restrictions action is necessary today. A lawsuit has been filed by <br /> the National Wildlife Federation that will affect a number of cities' rights. <br /> Cities are not named in the lawsuit so to participate we have to intervene. <br /> The interlocal agreement before the city council authorizes the city's <br /> participation in a coalition of twelve Washington cities to participate in a <br /> lawsuit involving the National Wildlife Federation and the Federal <br /> Emergency Management Agency in order to protect city interests. It <br /> relates to flood plain regulations. <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Hatloe to authorize the Mayor to execute the interlocal agreement <br /> before the city council in the form substantially as provided. <br /> Roll was called with all council members voting yes except Council <br /> Members Roberts, Stonecipher and Affholter who were excused. <br /> Motion carried. <br /> CITIZEN COMMENTS <br /> No citizens wished to speak. <br /> COUNCIL BRIEFING AGENDA <br /> Concur with the recommendation of the Human Needs Advisory and <br /> adopt the resolution authorizing the expenditure of 2012 Human Needs <br /> funds in the amount of$309,300.00 <br /> Presentation by Dave Koenig, Planning <br /> 23 <br />
