March 15, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., March 15, 2023, <br />President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Council Members Zarlingo, Rhyne, Fosse, Schwab, Vogeli, and <br />President Stonecipher were present. Mayor Franklin and Council Member Tuohy were excused. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Fosse acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the March 8, 2023, City Council meeting were approved as printed. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin was excused. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council Executive Angela Ely stated Council received no written comments, and there were no <br />members of the public who wished to speak. <br /> <br /> <br />ECONOMIC ALLIANCE OF SNOHOMISH COUNTY PROPOSAL <br /> <br />President Stonecipher introduced Garry Clark, President of Economic Alliance of Snohomish <br />County, to provide Council with a proposal presentation. <br /> <br />Economic Alliance of Snohomish County (EASC) requests $300,000 in American Recovery Plan Act <br />(ARPA) funds for office relocation and rent assistance for two years. This request also supports <br />their intention to re-establish the Everett Chamber of Commerce, providing expanded services <br />and coordination of economic development activities for the Everett small business community. <br /> <br />Discussion ensued with Garry Clark answering council questions. <br /> <br /> <br />COUNCIL <br /> <br />Comments and liaison reports were provided by council members.
