Appeals to the City Council . <br /> Any interested citizen or a dm inistratrive officer of <br /> the City ray appeal to the City Counci 1 from any ruling of the <br /> Commission pc rtaining t o the granting or denis l of any permit <br /> applied for hereunder when such ruling is adverse to his interest • , <br /> by filing with the Secretary of the Comis si on within Ten (10) <br /> days from such ruling a written notice of appeal . Thereupon the <br /> Secretary of the Commission shall forthwith transmit to the <br /> City Council all papers constituting the record upon which the <br /> action appealed from was taken end in addition thereto, the City <br /> Council may at its hearing receive such further evidence as seems <br /> to it relevant . Upon dte and public hearing, the City Council <br /> shall have power to overrule or alter any such ruling of the <br /> Commission pertaining to the granting or withholding of any per- <br /> mit so applied for , provided a majority of the City Council <br /> consisting of at least two of its membership vote in favor of <br /> such overruling or altering. <br /> Section 16. Boundaries of Districts; Maps: <br /> 1. The boundaries of the various districts shall be <br /> shown on the Use and Area Maps on file with the Clerk Clerk of <br /> the City of Everett and which raps are made a part of this <br /> ordinance. The said district boundaries are, unless otherwise <br /> indicated, the center lines of streets, alleys or lot lines, <br /> as shown on the said maps. Where the location of the boundaries <br /> in such district, es indicated on these maps, are shown to be <br /> other than street , alley or lot lines, then such boundary shall <br /> be c onstrue d to be dis tanc e One jiund red Twenty (120 ) feet from <br /> and parallel with the frontage street line, unless shown to be <br /> otherwise by a distance in figures. <br /> 2. ahe re the street layout a ctual ly on the ground <br /> varies from that shown on the Use District ne ps, the designations <br /> shown on the maps shall be applied by the Commission to the <br /> street a s e ctua.l ly laid and so as to carry ouit the intent and <br /> purpose of the Zoning *Plan for tha t district. <br /> Section 17 . Enforcement : <br /> It shall be the duty of the Building Inspector (or <br /> official in cha rge of issuing building permits and inspection <br /> of buildings) to see tha t this ordinance is enforced through <br /> the proper legal channels. He shall issue no permit for the <br /> construction or alteration of any building or part thereof <br /> unle ss the pla ns, spe cifi cations and int end ed use o f such <br /> building conform in all re spe cts with the provisions of this <br /> ordinan ce. <br /> -17- <br />
