22. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />23. All exposed ground must be reseeded within 30 days of the completion of construction. If reseeding <br />Is not practical due to weather or season problems, the ground must be covered with mulch as <br />directed by the City Engineer. <br />24. City streets are to be kept clear of dirt and debris at all times during construction. Dust suppression <br />and street cleaning must occur as directed by the Public Works Inspector. <br />25. The water main extension in Railway Ave shall be 12-inch diameter since the proposed site is <br />industrial. <br />26. The domestic service meter shall be located in a vault at the edge of the right-of-way. An RPBA is <br />required on the domestic service for premise protection on this site, and shall be located in an above- <br />ground hot -box if the connection from the main to the building is greater than 70ft. <br />27. The fire service meter shall be located in a vault at the edge of the right-of-way. A DCDA is required <br />on the fire service, and shall be located in a vault outside of the building If the connection from the <br />main to the building is greater than 70ft. <br />28. The irrigation service meter shall be located in a vault at the edge of the right-of-way. A DCVA is <br />required on the irrigation service and shall be located in an underground vault. <br />29. The proposed force main will cross the existing 72-inch Snohomish River Interceptor and 42-inch <br />Effluent transfer pipeline. Locate, pothole and survey to determine the depth and location of these <br />pipes at the crossings. On the construction plans, show the pipes In plan and profile for the proposed <br />force main pipe. Notify City of Everett prior to potholing activity (Brian Doolan at 425-257-8828), and <br />coordinate with City representatives, who shall be present during potholing of these pipes. <br />30. Show proposed utility easement for future force main on the construction plans. <br />31. There is a railway spur that runs along the north side of the property. Show on the plans whether <br />these tracks will remain or be removed. Obtain the necessary easements/permits for any utilities <br />installed in railroad right-of-way or property. Locate proposed City force main outside of the railroad <br />right-of-way. <br />32. Coordinate the design of the force main tie-in to the South End Interceptor with the City. The tap <br />connection to the access riser shall be sized for the future City lift station force main. Confirm sizing <br />with the City. Extend the City force main 80ft to the east and connect private force mains to the City <br />force main. The Penske site shall have its own separate private force main pipe. Provide an isolation <br />valve and blind flange on the City force main for future extension to the future City lift station. <br />33. If the proposed use of the site qualifies as a "High Use Site" as defined in the City of Everett Surface <br />Water Management Manual (SWMM), oil control measures will be required. <br />34. There are two oil water separators currently shown in the plans, one for the fuel bays and one near <br />the building's shop areas. All drains from the shop/maintenance area(s) are required to be routed to <br />the sewer via a separator. Drainage from the covered fuel bay area must also connect to sewer via <br />the other oil/water separator noted. Storage areas for lubricants, chemicals, etc. must be properly <br />secured and contained to prevent spills or discharges. <br />35. The project may require coverage under the Washington State Department of Ecology's (Ecology's) <br />Industrial Stormwater General Permit due to the proposed maintenance activities and fueling facility. <br />Documentation of coverage or a determination that the project does not require coverage will be <br />required prior to issuance of a Public Works permit. Submit the required documentation with the <br />Public Works Permit Application submittal package. <br />36. The "ditch" west of the site is actually a reservoir for City of Everett Lift Station 39, which gets <br />pumped to the combined sewer system. Stormwater runoff shall not be routed to the ditch without <br />prior approval of the City.
