actions necessary to Insure that contaminants do not enter the water. Development and operations shall <br />comply with the City's Drainage Ordinance and Stormwater Management Manual. <br />14. If anything of possible archaeological interest is uncovered during excavations or development, the <br />Applicant must immediately stop work and notify the City and the affected Tribes, and consult with a <br />professional archaeologist who must inspect and evaluate the site. In the event that ground <br />disturbing or other constructing activities result in the inadvertent discovery of the archaeological <br />resources, work shall be halted in the immediate area, and contact made with the City of Everett, the <br />Department of Archaeology and Historic Preservation (DAHP), and cultural resources office of the <br />affected Tribes. Work must be halted until such time as further investigation and appropriate <br />consultation is concluded. In the event of the inadvertent discovery of human remains, work shall be <br />Immediately halted in the discovery area, the remains covered and secured against further <br />disturbance, and communication established with project administrative personnel, local law <br />enforcement, DAHP and authorized Tribal representatives. <br />15. The above comments are preliminary and may change or be modified at the time of construction permit <br />review based on the proposed design. <br />Public Works — Sabrina Fandler — 425.257.7813 <br />16. The official address assignment of the proposed site is 2410 Railway Ave. This address shall be used <br />on all project/permit applications. <br />17. Construction permits, inspections, and final approvals are required for this project from City of <br />Everett Permit Services. <br />18. A Public Works Permit is required for this project. Detailed drawings in accordance with the current <br />City of Everett Design and Construction Standards and Specifications for Development shall be <br />submitted to the Public Works Department, showing landscaping, utilities, storm drainage, <br />temporary construction erosion and sedimentation control (TESC), and all required improvements in <br />the public right-of-way. Public Works Department approval of these drawings is required prior to any <br />permits being issued. All improvements shall be completed and approved before final approval is <br />granted. <br />19. The construction plans must be designed from a site survey performed by a licensed State of <br />Washington land surveyor. <br />20. Temporary erosion and sedimentation control (TESC) measures for construction activity must be <br />operational prior to commencement of any clearing or earthwork. An approved permit and SWPPP <br />for this work is required prior to set-up of TESC measures on -site. All BMPs must comply with City of <br />Everett Design and Construction Standards and Specifications for Development and Department of <br />Ecology Standards. A Construction Stormwater General Permit, administered by the Department of <br />Ecology, will be required for this project if it will disturb an acre or more of land. Additional <br />information as well as an application form can be found on the DOE website at: <br />www.ecy.wa.gov/programs/wq/stormwater/construction . <br />21. The Construction SWPPP should specifically address the possibility that groundwater may be <br />contaminated from past activities at the site, and propose an appropriate disposal strategy should <br />contamination be found. In the event of subsurface contamination of the soils, pollutants may be <br />present that would not be removed with standard BMPs. In that case, the 2014 SWMMM Indicates <br />discharge to a sanitary or combined sewer system, with the local authority's approval, is available — <br />"if there is no other option".
