condition and attractive appearance as well as being free of weeds and trash as specified in EMC <br />19.35.130. Any changes to the landscape plan must first receive approval by the Planning Director. <br />2. All evergreen trees shall be planted approximately 15' on center and staggered. Landscaping along the <br />east side of the utility easement shall consist of two types of evergreen trees with shrubs and <br />groundcover. Landscaping within the City easement requires Public Works approval. <br />3. Landscape Category C applies except as modified and conditioned herein. Landscape Category C requires <br />a minimum 15-foot wide landscape strip with Type III landscaping between the parking lot and Railway <br />Avenue. Internal parking lot landscaping shall be provided per EMC 19.34.120.0 and EMC 19.35.080. <br />Approximately 4,710 square feet of internal parking lot landscaping including 26 trees, is required. <br />4. Landscape and irrigation plans meeting the requirements of EMC 19.35.100 and EMC 19.35.115 are <br />required to be submitted with the construction permit applications (Building Permit and/or Public Works <br />Permit applications). Landscape plans shall be prepared by professionals licensed or certified in <br />Washington State, such as licensed landscape architects, architects, engineers, or certified professional <br />horticulturists, nurserypersons, or landscape designers. Irrigation plans shall be prepared by a licensed <br />landscape architect in Washington State or an irrigation association certified irrigation designer. <br />5. At time of planting, deciduous trees must have a minimum 2 %2" caliper, shrubs shall be a minimum 18" in <br />height, evergreen trees shall be a minimum six feet in height, and groundcover must be planted to attain <br />90 percent coverage within three years of planting. <br />6. Final Inspection by the Planning Division. A final inspection of the landscaping will be required by the <br />Planning Division prior to final project approval. Call your project planner, Kelsey Heyd, to schedule an <br />inspection at least a week in advance at 425.257.8731 or by email at kheyd@everettwa.eov. <br />The Planning Director approved the landscape modifications based on the following: <br />Subsection 35.070.A of the City of Everett Zoning Code grants authority to the Planning Director, using <br />Review Process I, to approve modifications to the landscaping requirements under seven separate scenarios. <br />The present proposal is supported by the following scenario: <br />Scenario #5: When the applicant proposes an alternative method of landscaping that would achieve the <br />intent and purpose of the landscaping required in this title and which the director determines to provide <br />superior quality. Some examples include the use of native vegetation existing on site, preservation of groves <br />of trees, preservation of wetlands and/or wildlife habitat, increasing perimeter landscaping in strategic <br />locations, providing unique focal points of interest, and planting trees or shrubs that do not meet the type or <br />size requirements at a higher number and closer spacing. <br />Findings: Per the submitted plans and as conditioned, the site will exceed the minimum number and spacing <br />requirements of trees for the perimeter of the property. By planting evergreen trees approximately 15' on <br />center and staggered, a continuous landscaping screen will be provided along the north and south property <br />lines. Planting directly along the western property line is infeasible due to an existing 80' wide utility <br />easement. A landscape buffer of 15 feet along the east side of the utility easement (including 5 feet within <br />the easement subject to Public Works approval) featuring shrubs and groundcover, and with trees planted <br />approximately 15' on center and staggered exceeds the minimum number of trees required along the <br />ae2of3 <br />I18- <br />REV <br />
