SECTION IV: CONSTRUCTION STORMWATER POLLUTION
PREVENTION PLAN
This Stormwater Pollution Prevention Plan (SWPPP) has been prepared as part of
the Construction stormwater permit requirements for the project The Landing at Port
Gardner located at 3632 Rucker Ave, Everett WA 98201. More generally the projects
located in More generally, the sites located in Section 30, Township 29 North, and Range 5
East of the Willamette Meridian in the City of Everett, Washington. The site is currently
undeveloped with low growing vegetation. There are no critical areas located within the
site. The site slopes moderately to the west of the site. Per NRCS survey of Snohomish
County, the project site contains Alderwood Urban Land Complex 2 to 8 percent soils that
have a hydrologic classification of Type "C". The site area is 0.62 Acres. The proposal is to
construct a three-story apartment building with an underground parking garage. The total
proposed impervious surfaces will be 18,610 SF. The access to the parking garage will be
from Grand Ave.
Minimum requirements 1-9 apply to the project, refer to the Flowchart for
Determining Requirements for Redevelopment attached in the next page. Onsite
stormwater management (MR#5) and flow control (MR#7) for the roof and driveway area
will be provided by a Storm tank system located beneath the proposed building. The Storm
tank system will have ST-36 tanks for a total depth of 3-feet and a 1 ft stone storage around
the storm tank. Storm tank will provide a total volume of 7,880 CF. The outlet from the
stormtank will be connected to the combined sewer system that drains to the west. Water
quality is exempt per volume 1 section 2.2.6 of the City of Everett Stormwater
Management Manual because the PGIS is less than the threshold area of 5,000 SF and also
per Public Work Policy#2-11 as it falls in the combined sewer area.
1. The purpose of this SWPPP is to describe the proposed construction
activities and all temporary and permanent erosion and sediment
control (TESC) measures, pollution prevention measures,
inspection/monitoring activities, and recordkeeping that will be
Insight Engineering Co. -Stormwater Site Plan 09/10/18
- 13 -
