INFORMATION FOR DEVELOPER: <br /> The following information is provided for the developer's benefit. These are not SEPA conditions but are <br /> associated with other laws or requirements. All requirements are preliminary in nature, and are based upon <br /> the preliminary site plan and the ordinances in effect at time of submittal for SEPA review. The proposal <br /> must comply with all ordinances in effect at the time a complete building permit application is filed, including <br /> ' 'hose not specifically set forth herein. Contact the Planning Department for information regarding appeals <br /> processes for the requirements listed in this document. <br /> Public Works Comments <br /> 1. Traffic Mitigation Fees shall be paid in accordance with EMC 18.40 and any subsequent revisions. This <br /> project shall generate a net increase of 6.5 PM peak hour trips above existing mitigated conditions <br /> based on a City of Everett evaluation. Under the current Traffic Mitigation Ordinance this project shall <br /> pay a traffic mitigation fee of$15,600 upon building permit issuance if issued prior to January 1, 2016. <br /> 2. Provide frontage improvements (curb, gutter and sidewalk) along the entire frontage. No roadway <br /> widening is required and the existing curb location is acceptable. <br /> 3. No structures, including stormwater facilities and required parking, are allowed within a 20 foot setback <br /> from the existing property line to allow for future ROW acquisition if necessary for widening of 5th Ave W. <br /> 4. All traffic control markings and signs along the driveway that are within fifty feet of the right-of-way shall <br /> be MUTCD compliant. <br /> 5. The main entrance driveway shall have at least 20 foot depth before encountering any garage access <br /> points. <br /> 6. All garage driveways shall be less than five feet or greater than twenty feet in length. <br /> 7. The final design shall provide for safe pedestrian walkway from the units to the public sidewalk. <br /> 8. Stormwater shall be managed in accordance with City standards, which are found in the City's 2010 <br /> Stormwater Management Manual (SWMM). <br /> 9. The site slopes away from the street and stormwater will probably have to be managed at the rear of the <br /> project, with discharge to Merrill-Ring Creek. If the applicant chooses to use a pump instead, the City <br /> will have additional criteria that will need to be met before discharge to the storm drainage system in 5th <br /> Ave W. <br /> 10. The outfall to the creek shall meet City standards (Chapter 6.7, Volume I of the City's SWMM)) and an <br /> HPA may be required depending upon the necessary design and location of the energy dissipation <br /> system relative to the creek. However, it appears that the slopes may be mild enough at the edge of the <br /> buffer to allow for a dispersion system. Unless otherwise agreed to by Planning, the dispersion system <br /> would not be allowed to be located within the buffer. <br /> 11. The site plan shows less than 5,000 s.f. of pollutant generating impervious surface (i.e. driveways and <br /> parking areas). If that remains the case, then stormwater treatment will not be required. However, <br /> pretreatment for sediment removal will be required in order to protect the outfall system, which would be <br /> very difficult to access for maintenance. <br /> 12. Formal flow control (i.e. detention) is required when 5,000 s.f. or more of impervious surface is created. <br />
