l <br /> 13. The site plan must allow for access to stormwater management facilities for maintenance vehicles, <br /> including a vactorlvacuum truck. Basic access requirements are found in Chapter 2.2 of Volume III of <br /> the City's SWMM. <br /> 14.A geotechnical report will be required if infiltration systems are proposed for the disposal of stormwater <br /> on this site. <br /> 15. Installation of a public water main with a twenty foot wide easement is required. <br /> Planning Department Comments <br /> 16. This SEPA decision does not constitute approval of the proposed multi-family modification. A separate <br /> decision for that application will be issued after the final threshold determination is issued. <br /> 17. The building permit application shall include: <br /> a. A detailed landscape plan in conformance with Chapter 19.35 of the Everett Zoning Code. <br /> b. Details for the equipment to be included in the common open space. <br /> c. Identification of all exterior building materials. <br /> d. Specifications for outdoor trash enclosures. <br /> e. A floor plan showing there is adequate space in the garage to park two vehicles. <br /> 18. The proposed conceptual design appears to be consistent with multi-family standard of the zoning code. <br /> At the time of building permit a final determination will be made in consideration of the more detailed <br /> plans that are provided at that time and any changes that may be incorporated subsequent to the Land <br /> Use approval. <br /> 19. Pursuant to Section 19.34.020(B)(2) parking garages shall be maintained to accommodate two cars <br /> each and shall not be used for storage, boats, trailers, or any purpose other than meeting the off-street <br /> parking requirements. if the property is converted to a condominium, this restriction shall be included in <br /> the Condominium Association covenants. The plans as submitted suggest there is insufficient room to <br /> park two cars in the garage, particularly with respect to conflicts with a door and stairs. Plans submitted <br /> for building permit shall resolve these conflicts and demonstrate how the garages will have sufficient <br /> width and depth to allow for parking of two cars <br /> 20. The walk ways adjacent to the drive aisle shall be paved with a material other than asphalt such as <br /> stamped concrete so as to clearly identify the pedestrian walks and discourage parking on them. <br /> 21. Mukilteo School District impact fees must be paid at the time of building permit issuance. The amount of <br /> the fee is based on the fee schedule in place at the time it is paid. For 2015 the fee is $2,952 for each <br /> townhome unit <br /> Fire Department Comments <br /> 22. The International Fire Code requires that all new structures shall provide Fire Department access roads <br /> to within 150 feet exterior walking distance of all portions of the ground floor. Fire Department access <br /> roads (Fire Lanes) shall provide a minimum of 20 feet in width, including a 20 foot wide entrance, of <br /> unobstructed, paved driving surface, exclusive of shoulders, with a minimum clear height of 13'6". <br /> Inside turn radii must be 35 feet. Outside turn radii must be 55 feet. Slope approach and departure <br /> angles must not exceed 8 degrees. Fire lane grade must not exceed 10 percent. Fire lane construction <br /> must comply with AASHTO H30 load capacity (74,000 GVW). Fire Lanes will be posted and maintained <br /> 3/5 <br />
