Section 21: It is the purpose of this Ordinance to fix the number and description of the permanent assistants, deputies and employees in the various offices of the City of Everett, end nothing herein contained shall be construed so as to prevent the various officE.rs and various heads of the departments of the City of Everett from employing, with the consent of the City Council , such additional employees, as, from tine to time , may be necessary in the proper discharge of the duties of such officers, or from di scontinUing such temporary employees when the - necessity therefor has ceased to exist. Section 22: The appointment of all employees in all departments where required by the City Charter shall be made sub- ject to Civil Service regulations of the City of Everett. PROVIDEI, in the event vacancies occur and there is no eligibility list from which said vacancies may be filled temporary appointments ma be made of persons without Civil Service standing. 7''he Deputy City Attorney and the stenographer in the City Attorney Department shall be appointed by the City Attorney. The City Clerk shall be ex officio Secretary of the Civil Service Commission. The Assistant Examiner in the Civil Service Department shall be appointed by the Civil Service Commission. The Clerk of the Police Court Department shall be appointed by the Police Justice. The officers, assistants and employees in the Departnen' of Finance shall be appointed by the Commissioner of Finance. The Officers, assistants and employees in the Departrmen' of Safety shall be appointed by the Commissioner of Safety. The officers, assistants and employees in the Depart-fie/if of Public Works shall be appointed by the Commissioner of Public - orks. Section 23: That on and after the 1st day of January, 1942 , the salaries and compensations to be paid to the officers, assistants and employees of the City of Everett , herein speci 'ied, shall be as in this ordinance provided, to-wit : Section 24: CITY ATTOR1TEY DEPI RTI-TriT?T: V City Attorney 54 260.00 per o.
