(9) Do wha tever is necessary and proper subject to the pr ovi sions o f Section 2, to carry out the int ent end purpose of this ordinance in a ssi sting Proper local authorities in the protection of life and property. Jection 4: The Municipal Defense Commission may expedite pro cedure by organizing; it self into sub committees and nay subdivide its work and prescribe such rules and regulations as are not in conflict with th the pro visi ons of this or di nanc e. It nay recommend, for a dopti on by the City Council, training regulations . It nay delegate the authority of preliminary hearings for dismissal of voluntary workers to the heads of the Departments. The Municipal Defense Commis ion ia y appoint additional committees to meet any emergency that nay arise but shall report same promptly to the Council of tht, City of Lverett which shall have the authority , a t its di screti on, to cs der the dis cont inua nc e of such committee . Any person appointed to any position created under this ordinance nay be removed by the appointing authority for any reason deemed by it to be suffi cient.
